I also put a new magneto on.

This can be due to a lack of fuel ( blockage ) or excess air ( leak at manifold ).
If it stops surging the problem is the governor, if it still surges it's your.
The new ones don’t look the same, but fit and work as intended.

It does not have an idle circuit as it runs only at full bore.

Just received a new snowmaster 824 and decided to start it up to see how it runs, it sounds like there is.
